Im suggesting that we add something in the rules for siblings, parents and other relatives

This seems to be a re-occuring thing, that people ask what the "exact" rules are.
and not everyone is certain.

Explain what the 2 can and cannot do together
Explain what they can do.

We just need something to clarify

This is fine. Just do not send FG between each other. Also in trading forums, do not post in the same thread.
Also PM a Senior moderator and let them know They will tell you all needed information as well.

Yes there should be a topic somewhere I think. And let's not forget friends. I am trying to get a friend to use jsp and sometimes they may come on at the other persons home.

The rules clearly state (and always have!) one account per person, not IP or computer.
