My Suggestion :
Author of the topic have access to close it everytime :
-less work for moderators
everybody happy

Not needed, if the flames/spam is that bad then report it. If you've got what you wanted then let it be open and don't post in it.

Its better if only promoted users can do this.

Think of ways to abuse this:
Guild chat is made by a co-leader .. Co-leader gets kicked so he closes topic.
A job is being done and someone makes topic, the maker can close the thread at anytime, disrupting the process\job.
And many more.

It is a good suggestion, just to many flaws to it.
Maby try to think of a variation?

Like a button (Like request a mediator) but its (request closure) ..
