It would really reduce spam on everywhere :)
Most of who have even 20% will end up to 80 or so anyways..

I think max 10% until reduce.
10% "might be accident", but 20% aint accident..

Well it's actually a floodtime "increase"...
And I'm not 100% sure it would help... the worst spammers are multis anyways..
