Needs to be moved to 4 hours

People abuse the early bump and still reopen in another hour and continue to ruin it for the people who bump every 4 hours

doubt it would be hard to change the code such that a poster simply can NOT post to a topic within 4 hours if s/he was the last poster. No need to have it reportable then, as it simply cannot happen!
If that's a site load issue, then how about this: WHEN a post is reported as an early bump, the code verifies it's true, and auto-closes the topic with the "Early Bump" reason, closed by Admin or System.

The bump rule is 4 hours? I don't understand?

If your saying people continue to bump prior to the 4 hour mark and remake threads too quickly, gather them all up and PM them to a TM and they will be taken care of.

thats just it. NO, IT WONT. people keep doing it even after threads get closed (IF they do), because there IS NO consequence.
