My suggestion is pretty basic, when new accounts should have a message made in there message box with links about rules and other information that most new users ask. This way the new users are ready to start using jsp right away and not ask alot of questions for the first few weeks there around

It's already on the register page, at the top of every page, in various stickies..

If you can figure out a way to FORCE someone to actually read and obey something, you'd be the richest person in the world.
