If i get banned on d2 does it ban my account, cd key or ip adress? And if i got banned how do i get around it, new account, new cd key, but the ip adress, cant really change that.

depends on the kind of ban.

your account gets banned all the time, sometimes also your cd key gets banned (temporary or forever).

to get around make a new account or get a new cd key set.
