make a forum just full of stickys so people can easily search them? i think it would be a good idea

That would just go against the point of stickies. Their purpose is that they are easy to find so they catch people's eye and they are posted in a relevant place. A forum for this just goes against both of those. We have a General Help Unified Sticky for a reason. A universal sticky isn't needed.
