Well, I think banned accounts or unactive accounts should be deleted. Most people get good names for their multi's, get banned, and then the good names just sit and rot.

Not going to happen. Inactive people do come back from time to time, and banned people have been unbanned.

No. Because if your banned you can repay your scams then be unbanned. And people with unactive accounts if they decide to come back then they have nothing.
