Hello,
I thought of this idea when people asked me if they could make a new thread to request a mediator.
Sometimes it's a dilemma when people just got their thread closed for either their rule breaking or someone else spamming.
I think it should be ok to request mediator even though the thread is closed.
You are welcome to vote and leave critique.

Benefits:
People don't need to break the rules again, if they need it instantly, to request mediator.
People who hasn't made a violation can still request mediators.
Disadvantages:
Users may get their thread closed before the other user has posted.

To Amuary's quote, as PM is forbidden due many problems, it isn't going to happen in the theory so if the thread maker knows a guy is interrested, it's because they got in contact through PM.
So if they want to trade the topic maker needs to wait the time if he has broke a rule, or he can repost right away if it's because of 60+ replies. After that he is able to request a mediator.
