I don't really agree with the OP. Yes it would be nice to have a leveling/rushing subforum and yes it would be nice to have the trade forum more regularly cleaned for spam - but this doesn't address a more major problem.
1) Most people are on this website to trade. The currency we seek is Forum Gold (obviously) as it is a superior currency to anything that can be found within Diablo 2 in game.
2) Hundreds of people (sometimes
thousands) will be reading the USEast Softcore Ladder (just using my realm as an example) trading forum at any given time.
3) Each and every one of those people reading the forums will either be searching for an item (or service) or selling an item or service. Therefore, it makes logical sense that threads will be posted very quickly and whatever thread that you make will fall off the front page within seconds. Removing leveling/rushing posts will not change this.
4) Going back to point #1, you are all on this forum to trade - early bumps become a necessary evil. You need people to click on your thread to actually see what you have for sale, so you have to bump earlier than 4 hours. This is just like using the trade channel on battle.net, people just keep on typing their trade message over and over because the screen quickly fills up and you cannot trade your items if nobody can see what you have for sale

5) Thousands of people use D2JSP. Possibly even hundreds of thousands. The number of people with the tags Trusted, Mediator, or Moderator number in the tens.
6) The best ways to make forum gold are all technically against the rules. Botting (people make posts seeking / selling
botted Ubers frequently) - this can be pertaining to botted leveling services or simply botting for items and then reselling them, Glitch Rushes or Classic Rushes, and selling large 'packs' or blind items.
7) The moderating of the trade forums is random at best. There are simply too many users browsing the trade forums at any given time for the moderators to police all of it. It's like prohibition in the 1920s - the law was essentially unenforceable. Undoubtedly people will be breaking the rules - be it early bumping, offering services without a tag, selling blind packs, etc - because these simple are the most profitable methods of making forum gold.
It isn't really fair. I think of myself as a trustworthy person, but I have an extremely bad stigma attached to my name just because I joined these forums in 2009. Obviously I had played diablo 2 before (for almost a decade now O.o) but I can't really do anything about it.
If you devote an entire sub forum for leveling services and then sticky on the top the paltry number of Trusted members who actually sell it - the forum would just turn into a way for the trusted team to get massive amounts of forum gold. The economy would not be able to regulate the price on leveling services - the trusted members would have the monopoly (also including rushes). People would just find another medium to sell their services, be it another website or find a guild or something of that sort.
