2. No one but you have access to your PM's, which means the report fuction would be useless, as mods wouldn't be able to see it anyway. And I like my privacy, so I don't think mods should be allowed to do so.
3. THERE IS A BLOCK BUTTON.
The report button would send the moderator the contents of the single reported PM.
