It pains me to see early bumps but at the same time I like the current system because it enables people to learn from their mistakes--and pay for egregious rule-breaking. For me it's a matter of consistency and allowing people to make mistakes so that they can learn from them. I like the natural feel of how things work now, but the solid sense of what you've suggested is apparent to me. I'm a "NO" without adding a vote. I'd rather not tarnish the debate at this point.
