Once you are Scammer Tagged or anything

you shouldnt have the ability to do a shit, until you repay scams or w/e you did.

I agree completely with this.
Scammers are lucky to be able to use the site at all.
Imo, they should be ip banned, but the mediators on jsp are nice enough to give them a chance to repay their scams.

That means anyone scammed will never get payed back if scammed..... So imo thats not very smart to ip ban them. And then they would just change there ip and scam more... repeating the process.

I think they should be able to report threads, but after a certain amount of warn ( 20% + imo ) They shouldn't because those are the people that don't give a flying fuck.
