I voted yes, but I think it should be Public by default, then you can select it to be read only or friends only while posting it.

Voted yes, not exactly for the read only part, but it would be nice to have a friends' only blog.

I think it wouldn't be bad idea for the most part. At this point, I don't see it getting implemented.
