I understand where your coming from but at the same time i dont think your numbers are totally correct.
When i had the free time Paparick and myself started the guild for sale list and we were both constantly pm'd with links to topics of guilds being sold. The numbers were much higher then 5-10 per month, in fact i would say they were closer to 5-7 per week. The list is being updated by different users now and you can see in the link below that there are currently 14 guilds for sale on the list but what you dont understand is not everyone knows about the list or takes the time to pm the people updating it so that is not all of the guilds that are currently being sold.
If i had to guess i would say the numbers are around 20-25 per month but unlike other trades the topics they can stay open anywhere from 1-3 weeks before the guild is sold seeing as its not quite the same as trading an item on d2 or any other game and in that time more guilds can and do go up for trade. I would be willing to bet that there are more then enough guilds being sold to make a sub forum for it and the numbers are right infront of you.

If you disagree then look at it this way, what if the rules said that people could make trade topics in the Trading Grounds and Discussion and Guides. It would be the same as people posting guild for sale topics in Gen Chat and the Donor Forum.
I have over 40 votes from users that have moderated in one kind of forum or another and they have all said that it would make it easier for them to find and control the mass amount of spam that topics like these get. Take a look at post #49 by MotherOfTwo and look at the links she used as an example of the kind of spam that guild for sale topics get in the General Chat forum.
