No. (I seem to recall something like this before) My reason is simple....right up near the users pm box and fg there is a link that states rules. It is a simple click that allows a ußer access to all the important information. If someone becomes confused on something there is always general help. Imho by sending a pm we would be facilitaing lazyness and would become an unnecessary redundancy.
