When you create your account you have to agree that you read and understood the rules. Noone will check if you read it or not, noones forced to reading it. But it will come out pretty soon if you havent. Now if someone doesnt read it, when they are createing there account, they will not read it when they log in, just becouse its in a PM. And if they care about the rules they will find and read it without a PM. There are rules for everything in this world, even jobs, if the user is younger, he probobly registered on other website, which they had rules too. And it is asked everywhere that you read and understand these rules befor joining. Everyone has got the chance and everyone should read it, before they register, if they were in a rush and they couldnt find or read it but they wanted to, they will look for it when they get the time, and its easily findable. If they didnt want to read it anyway, they dont need to be reminded with a PM, theyll have to take the consequences.
I vote no, it probobly would affect the site load, and thats a big concern. Or even if it wouldnt, i dont think it would worth the time for paul to make this work, becouse of what i said above.
