Voted yes, basically would be a similar feature as the "delete" button give certain ranks access to lock important information.

Just a matter of how many slots can be locked at once so the notebox doesn't become to cluttered with

stickies

as long as guild owner can override the locks, perhaps even specify what ranks can have the lock privilege.
