If something like this were implemented, I feel that users would know the rules better and be more likely to follow them. Also, along with this, mods could crack down on rule violations, especially those by recently joined users. They would have been essentially warned once, and if they did not take the time to read through the rules, that is their fault. This would further invalidate the ignorance is bliss defense if a user is warned.
