I vote yes, but I'm kind of indifferent about it, but so not much that I'd vote no/null. I'll just give my opinion.
First, if one of these users come back, it's extremely unfair to them. On the other hand, it's extremely unfair to people who already want to actually use the forum but can't have the name they'd prefer because someone who has never actually used the site decided it would be a good idea to make it. I'm going to go out on a huge limb here, and say that a lot of those 0 post/0 FG accounts were made so people could download the bot that this site started out as. At least, that's just my assumption based on the fact that a lot of sites require you to register before downloading. I could be extremely wrong, but it's not like I currently KNOW.
Also, I'm not sure how name changes work, so this is me just guessing again. If they do decide to come back, wouldn't they have to login via their old username because they wouldn't know they got a name change? If you get a name change and have to log in with your new name, this could provide a problem. Just my thoughts on this. :3
yes...many of those were accounts made so people could download the bot that this site started out as. That's exactly what they are. And honestly...why wouldn't those people that came back (in theory which would probably never happen as old as they are), and just make a new account? They don't lose post count....or fg....so what is the deterrent. I don't see a single reason why this can't be implemented. It's fair to all parties...and indifferent towards those that have never used this site in the first place (or multis of people that do).
