My own thought is that entertaining additions to the FG system for repays may have some application, but I don't like the idea of any secondary treasury of FG. EDIT: to be sure, the issue is the allowance of repay FG to be collected even if it's untouched by the account.

As I see it, his suggestion is to have another type of fg so that somebody could send it to him and it auto-keeps-track of fg earned to be repaid.
Flaws:
if somebody messes up and sends fg that wasn't intended to be sent.
if somebody messes up and sends fg that wasn't marked as gold type 2.
medi will still have to track the gold and handle fg.
