[X] Yes, people that are in the group Retired Moderators deserve small things like this IMO. (Staff that has misbehaved etc are moved back to the 'Members' group so I see no problems with this suggestion.)

Yes. It's not hard to do all they would need is to change the group and set the timer to 0.

Voted yes on this, not because I'm a RM, but because RM's have earned their status in the community through years of work. :)
