My suggestion is to show them in the overview, just as with any other subforums. Example:

This way, you could access them faster and the overall pattern is matched.
To the best of my knowledge, those are the only subforums not shown directly.

i believe they keep it as it is for a reason. below is just my guess.

by hiding multi reports and why am i locked, s/a section's last post info in index always shows a hot s/a topic, not a topic of reporting multi or cry bump by the locked which would be less urgent.

only if the current system can cut subforums from the last post part, i would agree to show them.
but otherwise it's better to keep s/a topics always at the top, even if index has to hide subforums.
