We are not talking about banning an entire subnet of an IP range, we are talking about banning known proxy servers with specific ip addresses on public proxy listings which are easily found -->

im sorry you dont see someone constantly changing ips as a threat.

first things that come to mind about constant ip changes day in, day out:

1. Big time Hacker
2. Major Seeder
3. Downloading things they shouldnt be.

now, imho, if i was the isp, i'd take a look at why he would need so many ip changes, and investigate.

if it was just for this site, 2 options:

A. If i didnt know what the site was, i'd stop giving him new ips.

or

B. i'd humor him, keep giving him new ips for awhile, then cut him off for being stupid and wasting the companies time.
