Voted yes, it's their responsibility to read it. If they don't read it then it's their lost and there would be no excuse for saying you didn't know the rules if they broke a rule. By adding this feature, it would save time for new users to ask about the rules of d2jsp and in the future it would be impossible for users to feign ignorance because you get the rules message right when you join d2jsp. It would also lessen the typical Q&As in the General Help section and can be used for more serious and in depth questions that need further assistance than your typical where can I locate the rules page? etc etc.
