Really easy to criticize people,

Though if warns were more frequent and something you could come to expect, chances are it would reduce the amount of early bump violations.
You don't need more moderators or even to warn every infraction. Just knowing what the standards are would reduce the problem. :)
As an increase in warn log leads to diminished functions of the forum.

The current system would work fine, if there were more moderators, to give out more verbal warnings, faster.
It is proven (AFAIK) that if you do something, the faster the punishment comes, the better they learn.

EG: You touch a log that's on fire.
Scenario A: You don't feel pain or know it's damaging you for the next 15 minutes, and suddenly feel it, you'll never know what happened.
Scenario B: If you feel pain instantly, and realize it's damaging you 5 seconds after touching it, you'll know exactly what happened.

If the current moderators were to actually moderate for a change, and give warns rather than verbal "no nos," it would change, most definitely.

Voted no,
they'd just make a new topic instead of bumping the old one.

Not so sure about this.. If they did this then they would need to take away general chat becasue people could not talk back to the other person for 4 hours. Also, in trading grounds people tend to have bidding wars on items that are really good. I have had a few thread where 2 people will get into a bid war bringing the c/o on my item up by 300+fg within 3 mins. Voting no

Why would they not be able to talk again, "For another four hours?"
They would be unable to post back-to-back for four ones.

Meaning:
#1 Post -> Muted
#2 Post -> Muted (unallowed until 4 hours have passed)

In this scenario:
#1 Post -> Muted
#2 Post -> dgenerate
#3 Post -> "Muted" again (allowed, the moment somebody else has posted (and in this case, since dgenerate has, Muted can post!))

Bidding wars wouldn't be affected.
No person could DOUBLE post though!
It also encourages usage of EDITS.
