1. This would be bad for Site traffic. and Since I have ran many forums from experience this would be a bad idea.
2. It would discipline the forum more, but the forum would come closer to its extinction.

I don't see why not. I hate to see those who enjoy the site & follow the rules be attacked by those who do not.
