Yes because many new Users asking people how this forum works and everytime it makes work for the Users.

I actually think this idea is great. I too think users should just read the rules anyways, but, many won't take the time to do so. By having it sent to them in a PM they may be more inclined to do so.

I dont see how this could hurt, this sounds fantastic.
