When the thread creator posts/bumps, the Next Bump time is shown. It should be easy to determine if the last post was by the thread creator.
Rather then allowing to post before the bump time has expired the user should be send to a screen similar to flood control, stating that an illegal bump is attempted. (Perhaps even have a short time delay)
This should reduce the number of early bumps (hopefully) significantly and improve trading for those who follow the rules.
Please post arguments if do not agree.

and.... when posting a new topic, add simple check to see if there are already 2 topics in top 50 of that user
... or when bumping other topics ofc when already 2 in top 50
