As already stated, this has been recommended in the past and it was denied.

In my Donor forum thread we had a conversation about this. How often do people check the first page of most guild topics? very rarely most times also lets say if you had an announcement like a guild lottery draw and wanted to PM the participants without using an event topic, Or in game events like walk through or LoL game set ups. Even if I had a private topic and Pinned everything which I do it's still a hassle to pm certain things to my members that I would only want certain members to know like admin information. It was suggested this would be used for guilds only not for guild less user's to abuse it for spam and if the guild owners did perhaps use it to abuse their members the members could just leave.
I'm in a 60+ member guild and at one point it was at 80 to PM members about LoL games or other activities it would take me more time to sit there and individually post to all of them so I broke my guild up into tiers which is why I have the numbers next to everyone's names and I gave my admins a tier of 20 members to monitor their activity, promote based on merit and guild performance within our topics but also to PM them my announcements. Kind of a hassle even broken down like that.
