Exactly.  The construction set is included within the game itself, it should just be viewed as another feature of the game.  The only issue I see, is if people are pming/posting links to things that might be viruses or whatever.  To counteract this, maybe make a rule that only trusted hosting sites may be posted, planet elder scrolls and the like.
