because they lose some rights within this community
they have already demonstrated that they do not have the proper intentions
scores of people have successfully gotten their lock removed without this ability
someone who is sincere about changing his attitude will find a different way to show us.

no. Many locked users get angry and would do something like just report every topic in a forum for nothing just to give the mod team more to do.
