as far as I know Mexicans speak spanish. Also, it's impossible to tell who is really from mexico. So no.

/edit: however, if there are particular users who are causing problems you can pm a junior mod about that.

yeah that's the case for several mods. You have to get on their nerves by consistently reporting topics to one specific mod. At a certain point he might really have the courtesy and intervene.
It's a major problem that there is no spanish-speaking mod ofc.
