i ask what would happen if you knew that you would also have a tag that says "under Investigation" and possible consequences if your accusation was proven false? if the original idea wont work, can we maybe come up with an idea that will...

Then the person should be locked.
After couple days, if there isn't enough or proven innocent.
They can be unlocked.
