I think this is a wonderful idea. It will reduce overall flaming in peoples serious topics and hopefully make people come closer together.

How would this work anyways would it be simliar to photo's not being able to be seen sometimes but non friends when you click on someones userblogs you just won't see them or you won't be aloud to post on the thread?

Well I dont see a need to allow anyone to see it, but not be able to post.

Yes, I think this can be implemented just like the photo album. Just set them if you want it to be a friends only blog, or a public one.
