It's a decent idea, but there come times where this might fail. I'm going to track the topic for a while and vote after i've heard a few more opinions

you are complicating the issue, the thread owner gets the time for next bump
what i am suggesting is that when that time is not zero AND the last post was from thread owner
a screen like for flood control comes up: NO thread closure or bump

exactly, cannot solve the issue of early bumping after spam automatically
just if the thread owner bumps after an own post
but in my opinion it would cover at least some ground
