It also means that a user who broke a rule (and got his topic closed) would NOT have to wait 1 hour anymore to continu trading.

No from me.

Even now it's still possible to continue your trading while thread is closed, just by PMing. Though people make another thread (reposting within an hour), to request mediators, and it will be counted as making thread after topic has been closed.

So if my suggestion gets approved, it will prevent people reposting and breaking a rule but also making safe threads, because mediators can be requested.
