I think it's interesting. I like that it would help control spam and postpone potential warns, but there's a side of me that says users should have the freedom to make their mistakes and pick up more warns if they aren't learning. The question would be (for me): which teaches better? I like the idea of the flood control, but that's because I despise spam so much
