I think you have a good base idea here, however may I add some feedback to make the suggestion better? Idk if anyone has said this to you yet but...

How about if their warn was for spam, or excessive flaming (which tends to be spam also) then this would take effect. Even if it's only 10 %, if it was due to spam... then this should take effect. Then with each 10 % they get, it gets higher.

So, 10 % = 130 seconds
20 % = 140 seconds

and so on and so forth...

But, say their first 10 % wasn't for spam.. maybe they posted an outside link or something... or anything other than "spam".. then..

10 % would stay normal ofc, since no spam was happening they shouldn't lose the privilege of posting within 30 seconds imo.
Then they get another 10 % boosting to 20 % now, but this time it was for spam... well now the time should be bumped to however long.. maybe 60 seconds for first offense, 90 seconds for seconds offense or however Paul decides to do it.

That's just my personal opinion and input.. if you have questions to what I meant, just ask and I'll try to explain better but I think I gave the rundown pretty thoroughly.
