Actualy this is a great idea, because now spammers/flamers/etc dont really get punished with curent warning system.
At least they say so. Even i've seen quite few of them to brag about their warns.
If this new punishment system will come in use, then it will be much harder to brag about your warns.
And with every new warn, you will acually feel it and not just have an extra mark on your warn bar.
