I vote no because locked users have nothing to lose and could fill up the mod que que by reporting posts when there in fact is nothing wrong with them. This would happen...and dont try to argue that it wouldnt.

The mods could have the power to take away the right to report topics for locked users. Or they could put a limit on how many reports a user can make a day. There are many solutions to this problem. And what is to say a locked user would abuse it any more then a nonlocked user? If anything, most locked user wouldn't care and probably wouldn't even use it.
