99.9 % of the 50+% users are spammers, it could reduce it maybe.

Fantastic idea.

It would help cut down on people who sign on and spam in every topic in the list.
It would also deter people from attracting warn in the first place.

Voted yes, but in my personal opinion, should be more time. Maybe 30 seconds extra per warn.
Example: My post control is 30 seconds. If I was to get 10% warn it would be 60 seconds, 20% warn would be 90 seconds and so on.
