Reason:
if you make a Subforum for a Country or Stadte so the other one like a Subforum to like

Austria -> Salzburg,Wien, and so on
Germany icon_pointr.gif Berlin,Hamburg,++

and than we shoud make it fair cause Balkan have one and the other one have no subforum ..

i think the idea is to get them using the forums tehre are...

if you start spreading people out subforums wont be as busy :\
