Maybe Yes.

I think that maybe all members start out with the right to be able to post anytime.

If you abuse this right, lets say you early bump some times and get reported for it, after a decided ammount of early bumps, your right could be removed. Meaning that you won't be able to post in your own topic during the time, but only if you were the last guy posting. Like you can't have two posts in a row within 4 hour period or different period for the different sections.

No. People will just start making new topics.
edit: also, the bump rules vary depending on the section. it'd be a pain in the ass tbh.

there will be no problem with the varying bump rules since it would only apply to those forums
where the thread creator gets a bump time, so it's pretty trivial to take care of

Hmmm... no, this would mean you wouldnt be able to respond to someone's bid.

Lets just keep it the way it is right now. If someone early bumps, report and move on.

Yes you would. Lets say that you can respond to anyone, but you cant make two posts in a row within 4h.

Do you have any idea how much of a hassle it would be to implement a system like this? You would be able to respond 1 minute after your original post, AFTER someone else has made a reply in your thread, tho you wouldnt be able to do so if it was you that responded before.

I think the system works fine now and doing something like this would be like fixing something that isnt broken. Mods are doing a good job and ofcourse they cant lock everything within 30 seconds after it gets reported, doesnt mean they're not trying!

not much hazzle at all, all info is available

while mods are doing a good job, even better now after the last round of promotions
(just an issue of numbers not the quality of the people who were there before)
i have seen plenty posts being bumped dozen times within an hour
after having been reported
