Honestly, I voted no. Morally speaking, you're right, they should be locked. It is very possible to present enough proof to prove someone was going to attempt to scam someone else (how else would people get arrested for attempted murder?). However, the issue here is that JSP does not have the "staff" necessary to support the S/As that would be generated should the rules be changed. As it stands it's a difficult and lengthy process to get someone locked. If anything should be changed, it should be the rules regarding loans. In that case, it's very obvious that they stole the FG and it is extremely easy to provide the necessary proof.
Edit: It's extremely easy to say "Well, Njag should just recruit more people". However, that will never happen. He invests a lot of time as it is and personally has nothing to gain out of taking the time to recruit more moderators to deal with the influx of S/As. I think it's important to take into account not only what is morally correct, but also what is feasible.
