The site already gives back forum gold that has been scammed IF the scammer repays his scams. There is a whole process set up for this and mods that work in a forum to help users repay there scams.
The site itself does not give back forum gold that has been scammed.
The locked user must either get a friend to repay his scams, trade items vs fg with a mediator, or simply buy fg for the purpose of using it to repay scams.
Since locked fg cannot be used to repays scams, it is essentially removed from the system.
In the first two repay methods, no extra fg is added to the system, and while it is in the third, Paul is compensated with monetary gains.
The argument that implementing this suggestion would create too many false accusations doesn't make a whole lot of sense to me.
Seeing as a locked tag severely limits your "JSP experience," a potential motivation for false accusations already exists - A false accusation can cripple a user who you strongly dislike.
Furthermore, Qry noted that scammers frequently decide to repay victims.
If this is truly the case, then the current system encourages false accusations to a degree comparable to this suggestion; however, no one seems to fear a mass flood of false accusations under the current system.
