Im not fully following on some of these..
- The Guild Chats (Guild Topics) are now always tracked. Just go to your guild page & click "View Guild Topics". Its better than tracking because it doesn't expire.
- Guild owners have the ability to "increase the page visibility", expand the page, etc. There is no maximum post limit.
If we dont want to "buy more post storage" & there is an important post(s), simply "PIN" the post.
It will not be lost / burried.
- If a guild owner or guild members are unable to handle disputes or disruptions from non guild members in the Guild Chat.. the owner can simply make the chat "guild only", disabling non guild members from viewing / posting.
The guild owner, all users he gives admin permissions, can regulate the guild chat, even delete posts that are deemed troublesome.
These are all improvements & upgrades.. a lot of them seem to be exactly what you are asking for.

alot of them are also extremely restictive and dont provide the functionality desired
the main factor that seems to have been overlooked is very few guilds operate entirely within themselves , some even have more traffic in theyr threads from ousiders than they do guildys
all of these changes are only suitable providing
a. your in the same guild with the ones u want contact with
b. your in the same timezone (relatively speaking) as your guildys
as far as the blacklisting/controlling spam
its just silly to suggest closing the entire chat off from the public as an effective way to stop some ppl abusing it
