That makes sense though, because a banned account, no matter who previously owned it, will always have the stigma on it because it used to be banned because it scammed or whatever

No need to get offensive, this has been suggested before and Paul won't delete accounts under any circumstance. Or that's atleast what he wants us to believe, don't know about Trusted tags changing names to such as Kevin and Gary.

But banned users are just that: BANNED.

Can you consider banned users and inactive users the same?

Do you really think that this hasn't already been suggested countless times? Do you think that the same suggestion has been shot down without a good reason?
How many other users do you think have tried to make a name change for the first time, discovered it to be taken and raged in this forum for that reason? Do you think you're the first?
