Why does the entire population of applicable members have to vote to make a poll meaningful?

There have been suggestions with overwhelming response that were implemented by njaguar because of the overwhelming reponse.

Ergo, not meaningless. Besides, even if you weren't utterly wrong for that reason, one could argue they have meaning even if they don't elicit a response from njaguar, because they have meaning to the people who post them and the people who vote in them.
