It has been there since I remember, which is at least 4 years.
Early bumps are reported, and warned as well but warns are always moderator based and no one can/wants to hand out warns 24/7.
People are often suggesting harder punishments but you have to keep in mind that too strict isn't good either.
In my opinion it's fine now, you just have to see a real effort if you want someone warned.
